Federal Opportunities & Deadlines HBCUs Should Know: August 2026

From federal compliance deadlines to career fairs, internships, and opportunities for HBCU leaders to make their voices heard, August brings several important updates for HBCUs and HBCCs.

At HBCU C.A.R.E.S., we believe access to timely information is part of strengthening our institutions. Here are the federal deadlines and opportunities on our radar this month.

🚨 Federal Compliance Deadlines

The U.S. Department of Education has announced several important upcoming deadlines and reminders for HBCUs.

September 30, 2026 — Compliance Audit & Audited Financial Statements

HBCUs with a fiscal year ending December 31, 2025, have until September 30, 2026 to submit required compliance audit documentation and audited financial statements.

October 1, 2026 — 2027–2028 FISAP

The 2027–2028 FISAP, reporting 2025–2026 data, is due by 11:59 p.m. ET on October 1, 2026. Changes, corrections, and edits to the submission will have a deadline of December 14, 2026.

Institutions should also remember that changes in key personnel, including a President/Chief Executive Officer or Financial Aid Director, must be reported to the U.S. Department of Education within 10 days of the change.

🏛️ HBCU Leaders: An Opportunity to Be Heard

HHS Office of Minority Health HBCU Listening SessionAugust 26, 2026 | 1:00–2:30 p.m. ET

The U.S. Department of Health and Human Services Office of Minority Health will convene HBCU leaders for a listening session focused on strengthening support for HBCUs.

The conversation will explore successful strategies for building private-sector partnerships, challenges and best practices for securing federal funding, and recommendations for how the Office of Minority Health can better support HBCUs.

This is an important opportunity for HBCU leaders to bring institutional experiences, challenges, and ideas directly into the conversation.

💼 Federal Career Opportunities for Students

Several upcoming virtual events can connect HBCU students and alumni with federal career opportunities.

CBP Virtual Career Fair — August 19, 2026

U.S. Customs and Border Protection will host a virtual career expo where participants can connect with recruiters and learn more about CBP's mission and career opportunities.

National Cyber & AI Virtual Career Fair — September 22, 2026

Students, alumni, and job seekers from institutions designated as Centers of Academic Excellence in Cyber Defense will have an opportunity to connect with employers and explore careers related to cybersecurity and artificial intelligence.

HBCU Connect Fall Virtual Career Fair — October 2026

U.S. Citizenship and Immigration Services will participate in the HBCU Connect Fall Virtual Career Fair. HBCU students and alumni are strongly encouraged to participate, with additional registration information expected soon.

DHS HS-POWER Program — Applications Open October 2026

The Department of Homeland Security Science & Technology Directorate's Professional Opportunities for Student Workforce to Experience Research (HS-POWER) program provides a 10-week summer internship experience for undergraduate and graduate students.

The program serves students studying science, technology, engineering, mathematics, political science, and social sciences.

Applications are expected to open in October 2026 and remain open through January 2027.

Students interested in federal careers, research, technology, public policy, and national security should start preparing now.

💰 Federal Careers for Finance and Business Graduates

The Department of Homeland Security Office of the Chief Financial Officer plans to begin recruiting recent graduates in FY2027 for its Financial Professionals Program.

The two-year professional development program will prepare entry-level professionals for federal careers in financial and budget management.

Expected positions include:

• Budget Analyst — GS-7, with full performance level GS-11

• Financial Management Specialist — GS-7, with full performance level GS-11

This is one to watch for students and recent graduates in accounting, finance, business, public administration, and related fields.

📍 Alabama Opportunity: Law Enforcement Training

Center for Domestic Preparedness Law Enforcement Theme WeekSeptember 20–26, 2026 | Anniston, Alabama

The Center for Domestic Preparedness will host its 2026 Law Enforcement Theme Week in Anniston.

The Center provides advanced, all-hazards training for state, local, tribal, and territorial law enforcement agencies across the country at no cost.

This opportunity may be particularly relevant for institutions and partners working in criminal justice, emergency management, public safety, homeland security, and related areas.

📚 Faculty & Staff Opportunity: Become a Federal Grant Reviewer

The Institute of Museum and Library Services is seeking professionals interested in serving as reviewers for competitive grant programs.

Opportunities are available across library and museum programs, including programs supporting African American history and culture.

HBCU and HBCC librarians, faculty members, researchers, museum professionals, and other qualified professionals may want to explore this opportunity.
